Job Type: Ongoing / Temporary until at least December 2020 The post-holder will work under the direction and guidance of the Procurement Manager to ensure the provision of an efficient and effective Finance service KEY RESPONSIBILITIES AND ACCOUNTABILITIES The post holder will have responsibility for the following; Managing the day to day operations of the procurement team with the aim of achieving value for money in all college purchasing in line with college procedures; Bawnless Recruitment Ltd are currently recruiting experienced FINANCE OFFICER – PROCUREMENT for immediate start in Newry Pay Rate: £24,799 Hours per week: 36 Specific Duties Assisting in the production and implementation of an annual procurement plan to ensure delivery of the programme of tenders , quotations and contracts on a timely basis; Monitoring compliance with approved College tender processes Assisting with the preparation of tender documents, specifications, advertisements and provision of administrative support and procedural advice at evaluation meetings; Establishing and maintaining robust contract management procedures and report any instances of non compliance; Establishing and maintaining workable filing systems for catalogues, contract files, contacts, completed tenders and quotations; Providing support and assistance with procurement issues to all College staff to help ensure adherence to College policies and procedures and best value. January 2020 Assisting with the production of financial management information as required; Assisting with the administration of the Financial Accounting system. Assisting with the preparation of the annual financial accounts for the college and its subsidiaries for review by management and subsequent examination by the external auditor and the Department for the Economy; Maintaining and developing processes and procedures in line with legislation, current Department of Finance Public procurement policy and best practice; Documenting systems, procedures and tasks as and when required and providing training to finance and non finance staff to ensure they can carry out their financial responsibilities as outlined in the college financial procedures; Preparing accurate and timely information as required by the Finance Management Team and the Director of Finance and Planning; The post holder may be required to rotate these duties in another area to ensure the effective operation of the Finance Department Essential Criteria A minimum of a Level 5 qualification in a business, finance or accounting discipline GCSE English (Grade A*-C) or Essential/Key Skill Level 2 in Communication or equivalent. GCSE Mathematics (Grade A*-C) or Essential/Key Skill Level 2 in Application of Number or equivalent. A minimum of two years experience within a procurement/ purchasing role within the Public Sector covering at least 3 of the following areas Monitoring compliance with the approved tender processes Providing support to an evaluation panel Providing support and guidance with procurement issues to staff to help ensure adherence to policies and procedures and best value Maintenance of a register of contracts to ensure contracts are renewed / reviewed on a timely basis. A minimum of two years experience of using integrated finance systems. Experience using a Microsoft product to analyse or present financial information for a non finance person.
